Sexual offenders are sanctioned to abide by specific rules that dictate the way they live their lives. All too often, sexual offenders break these rules, abscond, and avoid law enforcement detection. When it comes to tracking down and locking up these sexual offenders, the LCSO Criminal Investigations Division are all too happy to oblige.
LCSO Detective Cody Weaver received a tip from the Virginia State Police Absconder Monitoring Unit that violent sexual offender, Percy Lee Spinner (8/12/95), had absconded from their state, and had ties to an address in Morriston. Spinner held three out-of-state warrants for Sexual Offender Registration Violations and Failure to Appear for the original charge of Robbery. Following an investigation, LCSO Detectives verified that Spinner was at an address in Morriston, and devised a plan to arrest him for his outstanding warrants.
On 6/19/25, LCSO Detectives located Spinner and ordered him to surrender. Spinner took refuge in a residence, refused to comply with lawful commands, and avoided law enforcement by placing a child between Detectives and himself. Entry was made into the residence, where Spinner continued to ignore lawful commands. Detective Blake Landfair utilized an agency-issued taser to incapacitate Spinner as he attempted to flee towards a bedroom. Spinner was then placed under arrest without further incident.
Detectives charged Spinner for his outstanding warrants, as well as three new charges related to the investigation, Failure to Register as a Sexual Offender, Child Abuse, and Resisting Without Violence.
