On May 9, 2025 Deputy Isabella Luzader responded to a call for service with an investigator from the Department of Children and Family Services (DCF). The complainant expressed concerns about a juvenile’s hygiene practices and internet searches. Deputy Luzader observed living conditions and inappropriate search history on the child’s computer that was alarming. She contacted the Criminal Investigations Division and requested further investigation.
Detectives Cody Weaver and Shelby Kilian discovered evidence that the juvenile had been sexually abused and the alarming internet searches were a product of that abuse. The victim was interviewed who disclosed sexual abuse that had been ongoing for several years. Detectives identified the suspect was Chiane Nikiya Carter (DOB 10/31/2000). The victim was referred to UF Health Children’s Medical Services where the Child Protection Team uncovered more evidence of sexual abuse.
Carter was interviewed about these crimes and disclosed she too was a victim of sexual abuse. Detectives developed additional evidence which led to her arrest. Carter was charged with 2 counts of sexual battery on a victim under 12 and lewd and lascivious molestation. Carter has been held with no bond at the Levy County Detention Center since her arrest.
On December 3, 2025 Carter accepted a negotiated plea offer of 2 counts of lewd and lascivious molestation. The Honorable Judge Groeb adjudicated Carter guilty and imposed a sentence of 25 years in the Florida Department of Corrections. Upon her release she will be placed on sex offender probation for the remainder of her life.
Heinous cases such as this are extremely difficult to investigate as evidence of these crimes is usually based upon victim testimony. A cycle of sexual abuse is often discovered through these investigations, as the suspects too are victims of prior abuse. Breaking the cycle of both sexual abuse and domestic abuse is the goal of law enforcement across America. This cycle has hopefully been broken by Carter’s arrest and incarceration. We pray for the healing of this child as copious resources are now at her disposal.
